The concept is a dark satire aimed at mocking child sex offenders and those with a predatory interest in minors or "jailbait." The bear image has been compared to bait designed to lure kids.
The bear character first appeared on the well-known Japanese textboard site 2channel, where it was introduced as クマー (Kumā) through Shift_JIS art.
The term "Kumā" is an interjection derived from 熊 (Kuma), the Japanese word for bear. Unlike Pedobear, Kumā carries no sexual or pedophilic implications.
